I think that it always depends on the child. Some are more responsible than others. Teenagers can sometimes be just like an adult. For that reason I would say 14 for some young people. But it is meant to be 16 or 18 in the country I live in. However some young people at 16 can be very silly indeed. They may not become an adult for a while. In some cases this could be aged 21.

I realize that children aren't really consider to be an adult till their 18 but I think that you can't wait till their that age to trat them as such. Are you going to wait till their 18 tell them their adultand move on.
You need to start treating them as an adult when their 12 or 13 giving them responsibilities to show them what life is like.Have them get a small job to save money or get their own pocket money . Show them the basics that they will need to know before its time to move out on their own.
