What are these blue and red stars ??

Well I've been noticing that a few people have these blue and red stars prefixed o their username and when I keep the pointer there it gives some ratio and also numbers like 8,9 are written on them.
Can anyonr tell me what is that and how do we get that, or rather who gives that?
Help me out with this one!!
