Should you buy mobliephone?

In my country,It's so expensive to buy a mobilephone.but I know that in English,Korea,and other overseas,it's free to buy a mobliephone.So suprise to me.Is it true?

in the uk you can get free phones but only if you sign a contract which means you have to pay a certain amount each month for 12 - 18 months!
