How exactly does a gps system work?

Can anyone explain to me how it actually works? Why does it allow anyone to access it for free? Why won't it lag like the internet?

well, its like having a small comuter in your car, you put in an adress your looking for. and it will guide you to your destination. when i moved, its was the best thing i had brought, it got me right to the front door of where i needed to be.
