driving without a license and driving with an influence of allocohol

well most of the teens that have cars drive w/o a license and sometimes with an influence of an alcohol, well most of the cases in the street was caused by this problem am i right?

In the UK this is illegal and should be reported to the Police. I would suggest you report the offenders as quickly as possible before they kill someone on the roads.
