Small kids hard to talk

All children develop at their own pace. Albert Einstein didn't speak until he was around 6 years old. That didn't make him dumb, he just wasn't interested in talking. My uncle, who is a genius according to tests, didn't say a word until he was 4. Perhaps the children who take longer to speak have brains that move too quickly for their mouths. In any event, as I said, all children develop at their own pace, and there is nothing wrong with that.
