How come corruption in government is hard to conquer?

Corruption comes like the other half of Siamese twins conjoined at the spine. Whether we like it or not, we have also aided and abetted this abomination against the ideals of public service through our who-the-hell-cares sense of apathy and cynicism. Sad but true, we are simply mirror- images of our leaders, and the state of our politics is just a shadow to the sneaky way we conduct our personal lives in relation to other people. The sooner we realize this, the soonest we can mend our ways and change for the better.

I just watched GMA 7's Philippine Agenda (Katiwalian) last night and it showed how corruption is deeply ingrained in our society. The most common example would be getting govt documents like birth certificate or passports. Some people are just too lazy to line up & sweat it out, thus they pay "fixers" who in turn bribe govt employees to transact the document faster. Another example would be paying off traffic violations and buying pirated movies/music. If people would only stop paying govt officials then these officials would be ashamed getting money for their services, after all they are being paid monthly (however small the income). I think if we want to stop corruption in the govt, we should start within ourselves first -- we should do what is right. And then spread it to our family and our community. Small steps first then before long, we will be nearing our goal already, that is, eradicating govt corruption. But of course, everything is easier said than done, lol
