What do the Stars mean?

I see stars next to some Mylot member's names with numbers in the center. What do they stand for?

from what i understand that it means thier rateing for commets and started

its some form of rating the users of mylot get but you need to have a rating of 100 in the brackets and it will appear, still i have no idea how it goes about rating you because so many people have told me so many and different ways that it rates you.
