Wedding showers, are all the women attending the wedding usually invited?

My husband and I were invited to a wedding that is happening this weekend and I was never invited to the shower, saves me an extra gift, but I thought this was protocol to invite all women...whats the answer to this?

I thought protocol was to invite close friends of the bride, the women in the wedding party, and close female relatives. I could be wrong since I am not 100% up to date on wedding etiquette.
