Biological parents needs license??

Do biological parents need license for parenthood? According to one article in the web that I read it says that even biological parents need license for parenthood because many children are still maltreated by their guradian (mother, father, brother or even baby siters). Its not on the law yet because it is under trial. If that is implemented what should be the criteria? Who will give the criteria? Are you sure that the one who gives the criteria is a good parent? It was better the old days because the caveman never neglect his son, he always protect it 24/7.
