hook up for internet/cable

Hi, I live in a mutil unit dwelling....actually a converted space above a garage. It is a studio in the hills in Los Angeles. There is another unit on the property, and of course the main house. I am looking to get a cheap land line. For the fist time in my life of moving from place to place, I plugged in my tv and basic cable tuned in!....without me setting anything up. I am thinking the main house pays it or some wire opened up the connection..Regardless I do not want to mess this up! I am trying to find a service other than AT &T that is affordable. All of the discounted ones provide phone service through a cable line. Or are offfered if you convert a regular phone line and phone number... How do I get this without going through my cable provider or At&T? I am feeling so stumped. I don't want to pay AT&T 100 a month and sign a contract. But it seems like this is the only way to get a land line "number" then I can switch to a discounter. But if I sign with ATT, I have to commit to a year. Any ideas....I really need help! I have called a few "local" companies and they do not service my area. I bit the bullet and set up ATT and they showed up late as I was leaving for work....I tried to reschedule and I was never in the computer after already previously spending 30 minutes to set everything up!!!!!!!! I am back to square one! Plus I need an inernet connection really bad too. Was hoping to bundle these. Any help would be great......WHEN DID THIS GET SO HARD?
