was it the right time for computerization in africa?

i have always wandered and asked my self if it was the the right time to send computers to africe, as i have got to very many offices only to get people playing games and to make matters worse, getting to academic institutions students are using computers for porne.

Computers alone are not helpful. Along with the computers has to come training and education for the administrators of the computer systems, to monitor usage, ban and block prohibited sites, add firewalls, detection of fraudulent sites, detection of viruses and spyware. Education for the users should also be provided and guidelines for users should be developed and sanctions for violators made clear. Africa should have computers to help it's development, but without the above it will be difficult to manage the computers.

The problem might not be bad timing of sending computers to africa, but the kind of protection and firewalls that are installed, there are programs that do not allow certain websites to be accessed, so I think this is the problem. I work in an office (in Portugal), there are certain web sites that I cannot access because of the firewall that we are using. It is unfortunate that something good is not being used as it should, but I'm sure not everyone is doing this, so it's not the timing, but the people that are doing this and maybe not having programs that do not allow to access the sites they are using.
