Equal but not fair!

Think about if I have 2 children - a boy and a girl. Both at about same age. I have to treat them equally, if more is given to the girl then I am discriminating the boy or the other way around.
At a time, intent to be equal, I bought two similar shirts. Gave them to both the children. The boy ended crying because the shirt is pink with a bunch of flowers at the front! Its too 'lovely' for him, he meant to be rough, he said.
So, what I have been doing? I treat them equally but they are not happy? Maybe I have to be 'fair instead of equal'. I have to buy a boy shirt for the boy, and a girl shirt for the girl; then I fair and both the children happy. Not only for shirt but for food, rooms, tasks, schooling etc.
Therefore I discovered that we have to 'treat man/boy and women/girl fairly but not necessarilly equally'. What do you think guys??
