Skype is a VoIP (Voice over Internet Protocol) and IM (Instant Messaging) client, and one of the oldest. While Windows Live and Yahoo! have VoIP in their IM software with more nifty emoticons and misc. features, I like Skype for its far-superior stability. While Windows Live keeps losing contact with the server, and Yahoo! Messenger keeps crashing and necessitating reboots, Skype just keeps on running. It has excellent voice quality even while millions of fellow users are online, and it rarely drops a call. When it does, it's usually one of my friends' slow connections that is to blame.

Text messaging and Skype-to-Skype voice/video chats are free, and you can even have free conference calling with up to five people.
It costs money to call an actual telephone, though. If you want something like this, you might try AdCalls. It's free to call any phone in the U.S. or Canada. Then, if you want a free incoming phone number, use AIM Digits. Between these two, you can put together full-featured, PC telephony for yourelf if you like. ;)
