Should developmentally disabled people be allowed to have children?

OOH, that is a question.
Personally I do not believe it is our right to have children if we are incapable of looking after them, disabled or not.
I knew a couple who both had quite severe learning difficulties and they had 3 children who all had learning and physical disabilities.
It was the state who were really looking after these children, paying for everything. Social workers round the clock, benefits to buy everything, transport to school by a paid car service.
I can understand them having a child, but having three I found totally irresponsible of both the parents and social services for not supporting them to use contraceptive.
Its the kids I felt sorry for out of all of this.

It sounds awful, but I would have to say no (ish).
If they live in a large family where there are plenty of other people willing to help with the childs care, then perhaps, but even then I would think that it's quite unfair to depend on assistance from others through choice, and selfish to burden others with the responsibilities of children so they can share in the joys.
If it were two people who had to rely completely on home-help etc, then I would say a resounding 'no'

There are far too many perfectly capable and able bodied people who cannot look after their children, why should these people be tarred with the same brush. If anything, they may well turn out to be perfect parents.
