Your subordinate earning more than you?

I've recently found out that my subordinate earns much more than I do. This is due to the fact that she was brought in by my predecessor and I was promoted from within. The disparity is so great - 64% higher than what I make! I'm glad she has a good package but it doesn't help for me to feel like I've been shortchanged. It's been eating at me and I couldn't sleep the whole night just thinking of this. Is this what HR does; to lower expenditure on salaries whenever they can?
