Summertime! Is it still safe to spend hours out in the sun?

It's summertime! (Well, here in the Philippines at least). Some people pack their bags and head out for the beach. But the sun really blazes nowadays. Is it really still safe to spend hours under the sun? I think brains may literally cook out there when it is THIS hot. Whew.. What do you think? Is it still safe to play out in this scorching hot summer?
