Deltona Road Issues

Does anyone notice how awful the roads are in Deltona? Why does the city spend money on other things when the roads have pot holes and tons of patches that don't last. It makes such a bad impression when coming into the city from all angles. Does Volusia County have plans to help Deltona or does Deltona bear the brunt? I wonder what other cities do to makes their road improvement from an economical stand point.
