Software Developer Vs Tester

How software developer and tester are related to each other?? There is a tennis game going between these two. When one completes its development, he gives it to other and when tester completes its testing and find bugs and then each one starts blaming to each other.

The task of having a both a developer and a tester is for quality control. Developers "develop" softwares and rarely get the time to test the software they develop that is why companies hire testers to test and check softwares for any bugs and/or error on the development of the softwares.
