I would like to buy a pants for my brother but seemed to have a hard time looking for one. Do you know where to buy big size pants / american size pants here in the Phils?

If you are having a hard time finding these why not try looking on eBay. I'm sure you can find what you are looking for on there, there must be plenty available at a reasonable price
