YES! It does affect the earnings.
If a person gives a discussion or reply a good rating (that's the + sign at the top right corner of the post) the person who wrote that discussion will get a little "extra" in their earnings.
If a person gives a discussion or reply a bad rating (That's the - sign on the right top corner) then the person who wrote that discussion won't get that extra money and also his reputation might go down.

No, I don't think the person who made the rating is affected. In fact, I don't think there's a way to find out who rated who. Probably safer that way.
Couple more things that affect earnings:
the Best Response: When you choose a Best Response out of the responses in your discussions, a little extra money goes to the person who wrote that response. But you should only choose a Best Response if you truly believe that was the best response.
Also, tags might affect your earnings. You should add tags that are relevant to your discussion or response.

Rating a reply means if you think it is a good post give it a plus, if you think it is a bad one, you give it a negative. Yes, it sure does effect your earnigs. Just keep on rating.
