Should World Cup restricted among the test teams?

Many of the current and the former players quoted that minors should not be in the World Cup. The minor teams like Bagladesh and Ireland are in super eight and the teams like India and Pakistan are out of the World Cup. Should World Cup be restricted among the 10 teams so that schedule is less and the chance of bigger teams getting out of super eight is less? Should cricket be restricted among the test playing nations only?

I guess we should change the shortlisting process.
The top six automatically qualifies. For the last two spots, we have a round robin league which comprises of seventh and eight seed teams competing against minnows(remember 2006 ICC cup)
So the world cup officially kicks off with Super 8 matches.
Just think of the current world cup group 8 matches with India and Pakistan not being eliminated in league stage.
