BCCI and Cricket in India

I have been passionate follower of Indian cricket for the last two decades. Only aspect of Indian cricket which I dont understand is BCCI. How did BCCI get the right to represent India? Based on my limited knowledge, BCCI is formulated through a nomination process of local cricket clubs. This to me appears a flawed setup. It might have been a matter of convenience in the decade of 1950 and 1960 when cricket as a sport was not that popular. But now with the change in era, we need a professional academy to manage this show and should be directly managed by Central government. Thoughts???
