paypal international for china users

Dear all,I'm in China Mainland,it seems the paypal international transaction can only support the HK local bank users,so that the amount can be electronically transfered to the Hk bank account within a short time and a low extra fee; for the china mainland bank users, only wire transfer supported with 20USD wire fee,so perhaps I need to spend 20USD+20USD when I'm using this and withdraw from my mainland bank, it's so much cost. Well,I'm not familliar with some of the policy,I've just signed up an account. are there anybody who's familliar with the policy or rules or have experiences dealing with this? Thanks in advance!~~ ^)^

I am in China too, though this time paypal is no use for me ,I hope to know how paypal run about , how much we should pay when we use it,there are many tutorial in chinese but I do not wether they are right or not .
