When does the word FREE actually mean FREE?!?

I'd like to try my luck on web site developing to be able to start an online business but when this ad came up with free web hosting content naturally I clicked on it. Then after reading it, it actually meant free 14-day trial and then you have to pay like $40 for it. Talk about slamming!!!
