Can you say that PROPER DECORUM is "proper"?..

All schools are implementing rules & regulations inside
the campus most of this are simply wearing of id's, wearing proper uniforms, the do's & dont's.. yet some students are not following... why can you say so that its a proper decorum....

If ur a science student the u will know that never ever will an ideal case exist,so is the case in the schools.
Indiscipline can be due to diff reasons.
1.Family background
2.Childhood's specific experiences
3.bad friendship/company

so schools should not implement these proper decorum if they will know some students will not followed their
regulations even if there's a violations waiting for them...??
