LOS ANGELES - Organizers expect several thousand people at an immigrant rights rally on Saturday, saying many illegal immigrants are angry about a White House plan that would grant them work visas but require them to return home and pay hefty fines to become legal U.S. residents.
Immigrant rights advocates say many of the area's illegal immigrants feel betrayed by President Bush, who they had long considered an ally."People are really upset," said Juan Jose Gutierrez, president of Los Angeles-based Latino Movement USA, one of several organizers of Saturday's rally. "For years, the president spoke in no uncertain terms about supporting immigration reform ... then this kind of plan comes out and people are so frustrated."The White House's draft plan, leaked last week, calls for a new "Z" visa that would allow illegal immigrant workers to apply for three-year work permits. They would be renewable indefinitely, but would cost $3,500 each time.
To get a permit and become legal permanent residents, illegal immigrants would have to return to their home country, apply at a U.S. embassy or consulate to re-enter legally and pay a $10,000 fine.
The proposal has been sharply criticized by Hispanic advocacy groups, Democrats, the Roman Catholic Church and unions that have many immigrants in their ranks. They argue the cost of work permits and the green card application — which could total more than $20,000 — are prohibitive for low-wage earners.
The plan is far more conservative than the one passed by the Senate last year with bipartisan backing and support from President Bush. That plan would have allowed many of the country's estimated 12 million illegal immigrants to stay in the United States, work and apply to become legal residents after learning English, pay small fines and back taxes and clear a background check.
Many Senate conservatives opposed that plan, and it failed to gain traction in the then Republican-controlled House, which at the end of 2005 passed the punitive immigration reform bill that angered immigrant communities and led to massive protests.

Call me a cynic, but I don't believe this will actually stick. The way I see it, this Administration has kept a blind eye to the problem, but it didn't start with President Bush.
The only way to truly overhaul the illegal immigration problem is to round them all up, deport them back to the country in which they came and build a fence along the border with Mexico. Oh, it might also help to start prosecuting Illegals on their FIRST offense rather than the 6th as we do now.

I agree with you. Round them up and send them home and not via first class treatment either. Cargo planes will work. Also if they commit a crime here then they should not be let go at all. They shouldn't even be tried, just deported. Don't bother with the cost of a trial just boom you go bye bye and we don't want to see you again. If I went to another country illegally and commited a crime there do you really think they would just have me pay a fine and I could stay there? I doubt it.

We have all heard the stories about American being thrown into Mexcican jails ...a very bad experience. Send them back to their own jails.

I am not American, but what I can never understand is why on earth anyone would even want to be on a country where they are really not wanted.
Where in fact, it seems that they are actually disliked and not welcome at all!
What kind of existence is that anyway?
No matter how bad things were in my country I would not foresake it.
At the very least I would rest peacefully at night realizing that I was welcome and that I was home.

Exactly Heather, It is not that these people are not wanted or welcomed, it is that there are legal avenues in place and they should be used.

Good discussion! First I say no Bush will not do anything to correct this problem. He is not capable of repairing an old aged problem, but even if he could he wouldn't. If he did this it would actually hurt people like him and many others who are in high powered, high income businesses. His constiuents in these businesses would not support him in any way and they would also pull their funds from the Republican party. This is one of those things cards politicians play when election is near. Just like the Roe vs. Wade issue. This issue is near and dear to the American working, voting people, therefore Bush would play this "card" close to election to give the Republican party an edge in the presidential race. Sorry for the political science 101 course, but I just wanted to put it all in prospective for us hard working Americans.
Now my opinion about illegal aliens, I too have a very big heart for these people who are coming in this rich country and trying to provide for their families. I know it must be very hard for them to support their families in their own country and I commend them for being so close to their family that they would do something like this for them. My heart goes out to them. It just shows where their priorities lie. I know we say they must speak our language, they must pay taxes, they must do all the things that are expected of us and on the legal front they should. On the human front why should they when they are working for pennies and just trying to stay alive. It is an unsolvable issue now. They have been coming here forever and they are willing to take their chances to support their loved ones.
On the other hand, my son has moved to another country, he has married a legal citizen of that country, but he is not allowed to attend college or work in that country until he does learn their language. He is not a citizen by default and he can not become a citizen until he fulfills these requirements. It is very hard on him and his wife, but he is putting his all into becoming a citizen so he and his wife can survive. He knew going in what he had to do. The country he is in has a zero tolerance of anything less than these requirements. Everyone in the country abides by these rules and laws. This is what sets the US apart from other countries' illegal alien laws. The US has double standards for their citizens whereas other countries do not. The US would have to pull together as a whole and not as a divided country on the laws. The employers would have to abide by the laws too. I agree with an earlier post where the ones doing the hiring should be punished as much, as if not more than the illegal aliens.

The companies are fined to if found they knew for sure that the people are illegal! For the compnay I worked for when they sorrounded our building had to show all work papers these illegals had gave them almost all have very good fordged papers but company got find for not checking the papers better

OK my 2 cents is short and sweet.
YES I believe he is trying to help.
Can it be done over night? hell no! It didn't happen over night and we never held their feet to the fire to make sure they were here and following all the rules from the beginning.
I have NO issues with them being here to share in the American opportunities and all, but if they can't do it with the honor that "THIS" country deserves GET OUT !!... plain and simple.
If I went to their country I would learn the language, get a job, pay my taxes, get my insurance, pay my own way and HUG the government for allowing me to be there.
Bush has a huge moneky on his back with this issue as well as others - he has not a chance in hell to succeed on all counts. The fact that he try's and is making some strides in my opinion is admirable.
I will support his effort and hope that some good can come from it.!

I will also support his efforts but it seems too little too late. I have never had any people being here as long as they do it legally just as I did. So I take I am not one of the Europeans that a previous responser suggest all the Europeans go back to where they came from.

Reading the article my first thought was "here are a ton of illegals why aren't they being picked up?" I mean they were interviewing people that were stated as being illegal, they had the ones marching in protest that are illegal so why not round them up and deport them? When did the rights of illegals become more important then those of actual citizens? Why should their opinion of our politicians matter to anyone? They don't vote, they don't elect anyone and they don't pay taxes so why should we care if they like our politicians?
Personally I think they should all be rounded up, sent home and denied to come back since they already broke our laws. However since that won't be done the new plan seems like a good one to me. It would require the legals to actually become citizens instead of just taking from our society and not giving back into it. I'm really tired of having them get everything hand over fist and seeing so many legal citizens or ones born here who cannot get any assistance. Something is seriously wrong with this situation and it's been wrong for a long time (long before Bush).
I think that Bush is trying. Lets face it he doesn't really have to at this point. He can't run again after all so he's done. The next election he won't be in so he doesn't have to worry about votes. Sadly though he's now also in the situation were he can't win. No matter what he does it upsets someone. Just how it is and it's also obvious that the press doesn't like him and loves to show only the bad side, look at this news and see how they have it slanted against Bush and for the illegals. It seems to be that way with whatever he does.
Ok I'll stop my rant for now but I want to say it's at least something in the right direction. I just wish they would start really laying into the companies that hire the illegals. Make it so that even if they are caught they won't be saving money by having them in there. Hit them were it hurts so that if they are caught it really costs them a lot of money and not minor fines. Do that and they will relook at things. I also wish they would do more about rounding them up and sending them home.

Well at least he is trying. No matter what he does someone is going to be unhappy about it.
This is one of those no win situations where there is no right answer. The illegal immigration issue has been ignored for gar too long and it has gotten way out of hand.
The best that we can hope for is that Bush will at least get the thing started and whoever follows him into office will follow through with the plan. Otherwise, this thing is never going to be settled.

I got you the first time and as both responses as not quite the same I dont think it was an error. I think your statement is ludicrous.... 200 years ago people who came to this country did not get free food stamps, health benefits, education etc. There were no laws to be obeyed which if not kept would make them illegal as it would be hard to dig them up now and get them to pay in turkeys or whatever was used as trade/currency back then. I have been reading some of your discussions and responses on ILLEGAL immigration and I am beginning to think you have some personal connection to illegal immigrants!!

I am so tired of hearing the "200 years ago" argument. It's history, it's over, it can not be fixed. And whiteheather makes a good point, back then we didn't come take advantage of their welfare programs,etc..quite frankly if it wasn't uswhowiped the American Indians out it would've been somebody else. Here's an idea weenits...put some of your effort into a cause that really makes a difference in the world we live in today...there's several to choose from.

It is time to take some serious action on the illegal immigrant issue. Unfortunately having had our head in the sand for so long means it is almost beyond fixing. No matter what happens there will be a lot of unhappy people.
People that want to live here should be taking citizenship and learning English, paying taxes, and all the things we are expected to do. My grandparents both got their citizenship and spoke English and learned history and everything. I have to admit their English was broken in some respects, but still they learned.
It is insane to think that some people think we need to print ballots in two languages, why are people that can't read english allowed to vote....It is totally wrong. I support anything that will try to get a handle on this situation, but I believe there will be people that will find all the loopholes so things won't change at all.

yes before any one calls me a mexican lover my husband is mexican.Nobody but me has to sleep with him.We have a Home here and there we pax taxes here and there and in some towns there are alot of americans I guess they went there for cheap living even if your poor here you can live good there I speak both english and spanish and what is the big deal in america there are all kinds I think that is what makes us so great,as for all the hate in these debates why?Just live your life be happy let others be happy.Hate is the number one cause of crime so why do it.As I remember god loves everyone and that is what I teach my kids and maybe if everyone tried that then there would be less crime and we would not have to blame it on illegals.
