Is speed brakers on road are essential!!

On some places the speed brakers are kept if they are not required and the peoples suffer badly frm that.I think they are neccessary but not on unwanted places they should be placed on the proper places.

Speed breakers are essential and they are effective in curbing high speeding vehicles which otherwise are not controlled. Speedbreakers are must at intersections and where pedestrian walking are more. They are also required near schools where kids move about.
