A peculiar problem with ADSL

Recently I had been to a SSI, where around 10 computers of various windows OS were in LAN. The LAN switch was connected to one ADSL through which they planned to connect to internet. They had an internal IP network in 192.168.1.0. The problem observed was that, at a time only 7 machines could connect to the net, irrespective of the OS they used. And the way they got connected was random. We tried several tricks like replacing the ADSL with another company model, replacing the network switch with another make. But the problem is existing. Anyone in networking, who can highlight on this phenomena ?
