Do you think anti phsycotic drugs should be given to young children?

I know someone who has been taking this drug for 2 years. They are twelve years old. The doctor recantly increased the dose because it was not having the desired effect. He also informed them there could be side effects and gave them another drug to take if the side effects occurred. Do you think this is putting them on a vicious circle of drug taking.
