What is the significance of "This Page Intentionally Left Blank"?

It is a self negating statement. In the course of stating the blankness of its own existence, the page is printed on, thereby contradicting the statement it originally intended to make. Shouldn't it be, "This page, originally intended to have been left blank, has beeen printed on in an effort to reflect the original blank nature of the page."? I may not be able to sleep until this dilemma is resolved.
