I would say the ideal family size is the number of people you can financially support without government help. You should also not have more children than you can provide a nurturing environment for.

I am from the US. The ideal family in the US is the mohter and father plus 2.5 children and usually a dog or a pet. I add the pet because they are like another child for most.
MY ideal family would be myself and husband (he is my boyfriend right now), 4-6 children and a bunch of animals. I would someday like to be able to afford enough property that I could have an extra house for my mother, or in-laws or whomever would want to live or or even just for staying for a few days. I am a big family person.

I'm sure there are as many responses to this question as there are people. However, people should limit their families to the number of children they can afford to support. I knew a family who had 8 or 9 children. The dad was the only support, and he was unskilled labor. The family collected welfare every way they could. Although the kids weren't stupid, they were lazy, and every single one of them were labeled special ed. which costs the taxpayers more than regular education. The oldest 3 girls were all in a class I worked with in high school. The oldest came in as a 9th grader talking about her illegal Hispanic boyfriend who was in his 40s and living with his ex-wife. She eventually had several children with him, all of which lived on welfare. The middle girl dropped out of school to marry to totally illiterate illegal. Her husband never went to school and has never held a job. The youngest of these 3 ended up pregnant with another illegal prior to graduating from high school. That's as much as I know about this family, but I've often wondered what happened with all of the younger children in the family. And I've also been curious about how many taxpayer dollars this one family has ended up costing us.
