"INTERNET SETTINGS" problem

"your current settings do not allow this file to be downloaded"
i keep getting this error once i tried to download any files. i've tried resetting the security settings to Default i have allowed downloads in the custom settings but i'm still getting the same response...
DOES ANYONE HAVE ANY FURTHER HELP ON THIS ISSUE?

the error is located in the INTERNET SETTINGS. "your current settings do not allow this file to be downloaded" i always get this one everytime i try to download a file.

Maybe your browser has an add-on that's blocking the file. Maybe you misunderstand your custom settings and are actually BLOCKING what you need to ALLOW.
Maybe you need to do some 'computer science-work'---i.e. keep changing the settings until it works!
