how do you decrease the number of single parents?

The number 1 problem is not the number of single parents in society, it is the number of irresponsible parents in society. Whether it be the mother or father that disappears from a child's life or a mother that is promiscuous and don't know who the father is. The only reason it has a negative effect on society is because the number of babies having babies. Most children already grow up in single parent families and with that mother struggling already how is she supposed to take care of her 13 year old daughters child also. So there is another family in distress and in need of financial help. It will not change because the number of young girls getting pregnant is increasing and how many children do you know that is responsible enough to raise a child?
