do you know what are the procedures in when the company is holding our salary because we resigned?

What do you mean, the company is holding your salary? Maybe you need to complete some clearance forms first like make sure you return all office properties assigned to you, clear up all your accountability. Companies usually don't release a person's last salary after they resign until after completing some clearance forms. This is a security in case you owe the company some lost properties, they would just deduct it from your salary.
