Lucky people, is there such a thing?

I know an older couple that seem to have the best luck. The husband is always playing the lotto & winning, the wife is a bingo fanatic that wins alot. We had a flood here a few years back & every house on the street flooded, except theirs. She is always finding bargins, finding money, or things. Are these people just lucky, or are they doing something the rest of us aren't. Is there a way to impove "luck", or is it just karma?
