what will you do if you deserved job promotion but your Boss don't push for it?

in a small or big office, movements and promotions are key to boosting the morale of the workforce. yet, somewhere, somehow, you have been working in this workplace for quite a time then, you have really honestly exeretd efforts to prove your worth the pay and the responsibilities the job entails...yet your Boss won't push for it.... what will you do? will you tel it to the matines?

I'm in that position right now so I am looking for another job. They know I deserve a raise, but they have made it clear that no one is getting a raise so I will move on at this point. However, if someone has worked hard to be at a certain place with a certain company, then they should definitely bargain for a promotion and raise.
