Neighbors with loud music

I live in a quiet elderly nieghborhood but one of my neighbors has a relative that comes over daily and is always bumpin his music way too loud for 9 am. Its not because im an oldie im only 22 its disrespectful to the neighbors, Then he leaves his music playing while he goes in the house for 10 minutes or so.
