Qingdao(China)-------High Expenditure & Low Income

Qingdao is a beautiful seaside city in China, which is also a partner city holding worldwide 2008 Olympics. However, Most of my friends in Qingdao unanimously think that, people living in Qingdao need pay high expenses but with less salaries at the same time. So everyone may feel tired for living in Qingdao, and there almost is no money left every month, especially for "Office worker". Though I consider that it is not reasonable for the city like Qingdao with significant status in China, what can I do for this unbalanced phenomenon ? The answer is nothing, isn't it? How do you think this social unbalanced phenomenon?
