For me what makes a woman sexy is all of her, the way she dresses, sexy yet elegant
her eyes, big bright and they have to shine
her smile.....big, a smile that can light a room
and.....a nice butt doesn't hurt.

Looks have an important part in calling someone sexy. If a woman does not look attractive, she would not be in sexy category would she ? Looks and then outfit. Calling someone sexy I believe has less to do with personality ,well it does count but just calling someone sexy just by looking.. its the looks :)
