filling a report is usually not the issue.i think it will be wise to sit the person down and say one or two things into his skull.like Yanni said,we humans drew the boundary of the continents.

Where are you located? Harrassment laws are different every where and are based on his actions.

what is your neighbor doing to harass your daughter and her friends? does he mock them? does he get physical?

U just explain the good and bad to the persons and try to wash their brain and i wish definetely you can make a change of such persons by approaching in a finite way, so i thought u cannot solve this problem legally

I would suggest if this continues to continue to contact the police department. If after a couple of times they do a report but nothing happens. You need to call and make an appointment with the district attorney in your area. Go in and talk to them. Some time they will be able to help with legal issues with out getting a lawyer. Also most lawyers do, do a one time legal consultaion. You might consider this.
