The reason for enormous traffic on road, lack of parking facilities, crowds and congestion in cities is that the bylawas applicable for construction of residential, commercial, institutional, industrial units donot provide for any permissible density index(PDI). For any colony, area, zone, ward there should be maxi,um permissible units (PDI is number of such units per unit area). These should be written on every nook and corner of the area for public knowledge and when the units reach the permissible numbers, it should be written there,-- "NO MORE CONSTRUCTION PERMITTED", some thing similar to "NO PARKING" sign boards.-- shima50@rediffmail.com
