Beggers menace

The collector of Madurai( one of the cities in South India) has given orders to collect the beggers and send them to a safer places.Like wise the beggers are more in the metro city where am residing because there are some beggers who kidnap small children and train them to beg and collect the money later from them.One can find beggers near bus stops and railway stations.
Sometimes these beggers say nasty words to the people who dont give them money.
Does your country allow people to beg in public places? Do they stay in streets or they are being provided homes by your government?

In the US we don't appreciate beggers. It not really allowed here as well. And no the government doesn't provide homes. The government here has homeless shelters and programs for people without a job. We are expected to work for our supper, unless some medical mishap doesn't allow us to maintain a job. We have social security and welfare and medicaid programs to help those in need, but people often abuse the system.

My country has a welfare system paid for by tax payers. This gives financial help to those who are unemployed or who are living in poverty. Nevertheless you will still find a few poor people begging because they are not helped by this system - immigrants for example or people without a home address. I think India has a serious problem with poverty that the government authorities seem to ignore.
