what does blue seal means

To be honest I'm not sure. The only thing I can think of to mean this is ones that have been taxed. They have an extra blue seal or tag on them to show that the FDA has gotten their money for them. I do know that the ones I have gotten that were not stamped, from down in the islands or Mexico, were not as strong and tasted a bit different. If it's not that then your guess is as good as mine.
