Is it difficult to find a referrals?

It's so difficult to find referrals. I've been advertising genbucks company for almost a month now I still have only few referrals. My target is to have 100 people to become my downlines so that the company will give me a free atm card and epassporte account but still I have 8 persons under me. I don't know why? Is there something wrong with this company? I need your help guys. Please tell me what to do inorder for me to have many referrals. I need your ideas. I have obtained a lot of referrals from traffic exchanges. It you go to my website you will see a list of traffic exchanges. I am a member of all the exchanges I have listed and it is definitely a good way to get referrals. http://julie-moneymakingsites.blogspot.com
I also update the site nearly every day so please check back to see if i have added any more exchanges. The list is about half way down the page on the right hand side.

Did it cost you some thing like 15$ or so for getting few refferals from genbucks?
I think if you paid this amount then it's almost like gone for ever.
Every one now a days is wise and smart and avoids joining as a refferal and tries to join independently.
