Which websites you usually get news from??

I am an English learner from China. I want to pick some English websites to get original news from U.S and Europe. I know some like Yahoo, CNN, NPR, NYTimes, Reuters.... But I can't distinguish what emphasis these websites focus...

Is it ok that put computer box outdoor at low temperature.

For some reason, I must put computer box outdoor without working for a long time, the temperature is about from -1 to -10 centidegree. is that ok? can it work when it back?
