One of my friends went up to a random girl in the street and told her he thought she was good looking, but she seemed offended and walked off. Is it rude to tell random people that they are good looking?

Is it just me or ar most of the people here from either the USA or from east (ie india etc). It is not a critism or anything, but where are the europeans!
