I don't believe that people should be paying for insurance to see the doctor especially if you are not working. People who don't have a job and cannot afford health insurance should not pay a penalty.

Keise Spruill Depending on why the person doesn’t have a job, I agree. Although I know there are many people that are well and able to work and simply choose not to. And I don’t believe they should receive anything they aren’t working for
