Back yard dogs

Which would you say is worse: having a dog tied to a tree in the yard, goes on a walk occasionally and gets talked to daily, or a dog that's running loose in the yard and never gets attention?

rebelann1949 It depends on the temperament of the dogs @Memarie209 I have friends who regularly adopt older dogs, mostly males, and so far they haven't had a problem. They are indoor/outdoor dogs and are treated equally .... they even have a kitty and so far it's worked...
