Nat234 They shouldn't allow people to use cell phones while driving, especially not texting. It does take away some of your concentration to talk with someone on the phone and that could lead to an accident.

Nat234 If he really was doing something wrong, like stealing, disrupting others or not doing his job then I would think about reporting him but I wouldn't lie about it for the reward.
